The Oregon Student Access and Completion (OSAC) office, under the Higher Education Coordinating Commission since 1959, assists Oregonians in pursuing higher education. It disburses over $118 million yearly through grants and scholarships, including the Oregon Opportunity Grant, Oregon Promise Grant and ASPIRE mentoring, to boost educational and career achievements for all Oregonians via financial aid and support services.

The HECC Office of Student Access and Completion administers financial aid and college and career access programs for the State of Oregon.
